The one rule that matters
Every image must share the same canvas size and the character must sit in exactly the same position, or the avatar jumps when you talk. Draw all states from one file, changing only the mouth and eyes.
Optional extras
Expression sets (happy, angry, sad, surprised) with the same four states each, switched with hotkeys. PNG is the most widely supported format; some apps also accept GIF, APNG or WebP.
